DESCRIPTION:ACS InstituteAssociation for Cultural Studies \nNew Date Announced!August 10 – August 15\, 2023 \nHosted by National Yang Ming Chiao Tung University\, Taiwan \nThe ACS Institute 2023 will discuss the question of decolonization in the 21st century. We face the drastic increase of international migration and stateless persons\, the prolonged pandemic\, extensive digital surveillance\, the prevalence of extended platform economies\, the precarity of temporary laborers on land and at sea\, environmental crisis\, and climate change. Along with these developing conditions\, the intensified social inequality worldwide also escalates. We encourage scholars and students of cultural studies to re-think the project of decolonization in the 21st century. Today\, colonialism indicates the colonial matrix of uneven power relations interwoven with various local/geopolitical structural factors. Under the systemic structure of colonial power relations\, a part of the community/population/city becomes a colony/subalternate space. The project of decolonization in the 21st century\, first and foremost\, is to identify and analyze the colonial power relation that engineers and reproduces the unequal social relations and environmental injustice\, to disclose its historical formations\, and to challenge the fixations of institutional and ideological exclusions. We invite interdisciplinary critical analysis and innovative artistic projects to engage with the regeneration and experimentation of alternative forms of creative decolonization. \nThis ACS Institute will feature\, but is not limited to\, the following four interconnected dimensions: \n\nGlobal Capitalism and Technologies of Governance: the transformation of global/local political economy and its impact on regional societies\, the effects of China’s BRI\, MSRI\, and ARI on ASEAN\, Central Asia\, Africa and the global stage\, logistical infrastructure\, and technological governance\, media empire\, algorithmic automation\, platform economy\, digital surveillance\, etc.\nMarginalized Populations\, Stateless Persons and Migrant Laborers: border politics\, the exclusive regime of citizenship\, ethnic minorities and indigenous people\, religious minorities\, sexual and gender minorities\, xenophobia\, mobility and immobility\, migrant labor\, statelessness\, temporary dispatch workers\, instant delivery service\, modern slavery\, etc.\nEnvironmental Justice/Injustice: ecological crisis\, climate change\, land deprivation\, indigenous rights\, animal protection\, multi-species voices\, etc.\nSocial Engagement and Art Intervention: creative resistance through art\, video\, and music\, new genre public art\, screen documentary\, alternative curation\, sensory ethnography\, documentary\, participatory art\, community solidarity\, media ecology\, media rights\, filmmaking\, exhibition\, platform productions\, virtual productions\, software literacies\, impact production\, diaspora and migration. etc.\n\nHosted in Taiwan\, as a nodal point linking Northeast Asia\, Southeast Asia\, South Asia\, and other Asian regions\, we want to foreground both geo-historical and geopolitical tensions in the global context. We will invite globally renowned scholars and scholars highly respected in this region as our keynote speakers and seminar lecturers. The Institute will offer lectures\, seminars\, round tables\, and workshops for participants to spend the week learning from one another and sharing their projects. Through this collaborative intellectual endeavor\, we will address the tasks of decolonization in the 21st Century. \nWe welcome postgraduate students\, postdoctoral researchers\, and advanced scholars worldwide to share their ongoing projects with various disciplinary backgrounds: cultural studies\, media and communication studies\, critical legal studies\, cultural sociology\, literary studies\, film studies\, visual cultural studies\, cultural anthropology\, political philosophy\, and related fields are all welcome. In pursuit of higher profits\, ship owners often register their vessels in different countries. These “FOC” vessels have become the exceptional zone of law\, and the foreign fishermen on the ships become vulnerable to human trafficking\, forced labor and other crises. Therefore\, the regulation of non-flag states vessels has become an important issue to resolve the human rights crisis at sea. Although FOC vessels do not fly the flag of Taiwan\, after these ships enter the port\, Taiwan\, as a port state\, still has legal measures to intervene. In the first workshop of the theme series ” Law\, Human right and Transnational Labor Mobility”\, Asst. There are more than 1\,100 offshore fishing boats and 20\,000 foreign fishermen employed overseas. However\, these foreign fishermen\, who have brought huge output to Taiwan’s fisheries\, are facing the dangers of human trafficking and forced labor on fishing vessels\, or are being terribly exploited in F.O.C. vessels. Asia\, though hosting a substantial\nportion of the world’s migrants\, provides the poorest protection and fewest policies for\nadvancing migrants’ rights and livelihoods. This webinar aims to feature some of the\nmost crucial queries and questions revolving around ‘migration’. It provides an\ninterdisciplinary platform where distinguished scholars of the CHCI-GLOBAL \nHUMANITIES INSTITUTE 2020-2021 and Asia-based migrant rights activists and\nNGOs present their research and professional observations of the complexities of\nmigrant issues in the context of the global COVID-19 pandemic.\nThe webinar encompasses four themes: (1) Precarious Conditions and the\nLegality/Illegality Divide of Migrant Workers; (2) Multidirectional Unequal Care and\nUnequal Rights; (3) Lawless Ocean: Fishermen at Sea; and (4) Transnational Care\nduring the Pandemic. As an organizer for over twenty years she has worked with migrant workers abroad as well as returnee migrant workers and their families through legal workshops and leadership training for migrant worker rights and anti-trafficking. \nJoanna Concepcion: Joanna Concepcion is the chairperson of Migrante International based in the Philippines. Concepcion has been active in local and international grassroots movements to advance the rights of migrant and immigrant workers and advocate for human rights\, genuine development\, justice and peace in the Philippines and abroad. She previously served as the Executive director of Filipino Migrant Center in the US\, where low-income Filipino Families are provided resources and support in their pursuit of rights and justice to uplift their families and communities. \nAdisorn Kerdmongkol: Adisorn Kerdmongkol is founder and coordinator of Migrant Working Group\, a consortium of migrant worker organizations that work in legal reform\, labor organizing and migrant radio\, community based and civil society organizations advocating for migrant worker rights through research\, policy advocacy\, and organizing for self-empowerment. DESCRIPTION:The seminar on Refugee advocacy and engagement through the arts took place on 27 August 2020. \nThe webinar is part of a series focusing on issues concerning refugees in Malaysia by looking beyond the framing of refugees as beneficiaries but exploring the agency of refugees as active participants in advocating and mobilizing for their rights and livelihood. The seminar foresaw a conversation with Mahi Ramakrishnan and Saleh Sepas\, co-directors of the 2020 Refugee Festival in Malaysia\, discussing the role of the arts for advocacy and engagement. The seminar was moderated by Rusaslina Idrus\, University of Malaya\, Kuala Lumpur\, Malaysia. \nThis webinar is an activity under the CHCI Global Humanities Institute 2020-2021: Migration\, Global Logistics and Unequal Citizenship prepared by the Malaysian Research Team.

DESCRIPTION:Thirty-one participants were invited to this planning meeting. Every participant from our partner institutes and affiliations shared their research projects/interests and discussed the design of the 2020 GHI program. We invited four local scholars working on migration issues as well as six NGO groups who work on refugees\, migrant workers\, human rights\, activist journalism\, theatrical intervention\, refugee education\, domestic helper’s federation\, and so on.
