Mandating human rights due diligence for Taiwanese enterprises would enable them to proactively address significant risks present in current labor practices in Taiwan.<\/p>\n<p>In a report published by the China Times on April 8, 2026, Associate Professor Yu-Fan Chiu of the School of Law at National Yang Ming Chiao Tung University noted that civil society groups have long called for due diligence legislation. If enacted at an early stage, such legislation could help Taiwan demonstrate to the United States that it has established its own preventive mechanisms. She further pointed out that, under international standards, Taiwanese companies often provide migrant workers with only minimum wages sufficient to meet basic living needs, while requiring excessive overtime work to earn higher pay, conditions that may give rise to risks of forced labor.<br \/>In addition, the EU\u2019s Corporate Sustainability Due Diligence Directive (CSDDD) is expected to take effect in 2027, requiring companies to comprehensively assess human rights and environmental risks across their supply chains. Professor Chiu warned that if Taiwan fails to establish a corresponding regulatory framework in a timely manner, companies may face substantial penalties or even international sanctions under the CSDDD. Taiwanese companies exporting to the European Union, in particular, should take note that the CSDDD imposes obligations with extraterritorial effect, extending beyond the EU\u2019s borders.<\/p>\n<p>Furthermore, the EU Forced Labour Regulation (EUFLR) has been adopted and will formally enter into force in December 2027. _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; theme_builder_area=&#8221;post_content&#8221; open=&#8221;off&#8221;]<p><img decoding=\"async\" src=\"https:\/\/www.taiwanproject.org\/wp-content\/uploads\/2026\/04\/Untitled-design.png\" \/><\/p>\n<p>\u8a55\u8ad6\uff1a\u90b1\u7fbd\u51e1\u526f\u6559\u6388<br \/>2026\u5e744\u670810\u65e5<\/p>\n<p>\u53f0\u7063\u7684\u5b78\u8005\u8207\u516c\u6c11\u793e\u6703\u7d44\u7e54\u9577\u671f\u5021\u8b70\u5236\u5b9a\u300a\u4f01\u696d\u4eba\u6b0a\u76e1\u8077\u8abf\u67e5\u6cd5\u300b\uff0c\u4ee5\u8981\u6c42\u4f01\u696d\u5728\u5176\u50f9\u503c\u93c8\u4e2d\u8fa8\u8b58\u3001\u9810\u9632\u3001\u6e1b\u7de9\u4e26\u8aaa\u660e\u5c0d\u4eba\u6b0a\u8207\u74b0\u5883\u9020\u6210\u7684\u8ca0\u9762\u5f71\u97ff\u3002\u8981\u6c42\u53f0\u7063\u4f01\u696d\u9032\u884c\u5f37\u5236\u6027\u7684\u4eba\u6b0a\u76e1\u8077\u8abf\u67e5\uff0c\u5c07\u6709\u52a9\u65bc\u5176\u4e3b\u52d5\u56e0\u61c9\u53f0\u7063\u7576\u524d\u52de\u52d5\u5be6\u52d9\u4e2d\u7684\u91cd\u5927\u98a8\u96aa\u3002<\/p>\n<p>\u5728\u300a\u4e2d\u570b\u6642\u5831\u300b2026\u5e744\u67088\u65e5\u7684\u5831\u5c0e\u4e2d\uff0c\u967d\u660e\u4ea4\u901a\u5927\u5b78\u79d1\u6280\u6cd5\u5f8b\u5b78\u9662\u526f\u6559\u6388\u90b1\u7fbd\u51e1\u6307\u51fa\uff0c\u6c11\u9593\u5718\u9ad4\u9577\u671f\u5021\u8b70\u5236\u5b9a\u300a\u76e1\u8077\u8abf\u67e5\u6cd5\u300b\uff0c\u82e5\u80fd\u53ca\u65e9\u7acb\u6cd5\uff0c\u4fbf\u53ef\u5411\u7f8e\u570b\u4e3b\u5f35\u6211\u570b\u5df2\u5efa\u7acb\u81ea\u4e3b\u7684\u9632\u7bc4\u6a5f\u5236\u3002\u5979\u4e5f\u63d0\u5230\uff0c\u4f9d\u7167\u570b\u969b\u6a19\u6e96\uff0c\u6211\u570b\u4f01\u696d\u5f80\u5f80\u50c5\u63d0\u4f9b\u79fb\u5de5\u6700\u4f4e\u5de5\u8cc7\u624d\u80fd\u6eff\u8db3\u57fa\u672c\u751f\u6d3b\u9700\u6c42\u7b49\u60c5\u6cc1\uff0c\u4e26\u8981\u6c42\u5176\u900f\u904e\u9ad8\u5de5\u6642\u52a0\u73ed\u4ee5\u7372\u5f97\u66f4\u9ad8\u5831\u916c\uff0c\u9019\u7a2e\u60c5\u6cc1\u6050\u6015\u5df2\u5b58\u5728\u5f37\u8feb\u52de\u52d5\u7684\u98a8\u96aa\u3002<\/p>\n<p>\u6b64\u5916\uff0c\u6b50\u76df\u300a\u4f01\u696d\u6c38\u7e8c\u76e1\u8077\u8abf\u67e5\u6307\u4ee4\u300b\uff08CSDDD\uff09\u9810\u8a08\u65bc2027\u5e74\u4e0a\u8def\uff0c\u8981\u6c42\u4f01\u696d\u5168\u9762\u6aa2\u8996\u4f9b\u61c9\u93c8\u4e2d\u7684\u4eba\u6b0a\u8207\u74b0\u5883\u98a8\u96aa\u3002\u90b1\u7fbd\u51e1\u8b66\u544a\uff0c\u82e5\u53f0\u7063\u672a\u53ca\u6642\u5efa\u7acb\u76f8\u95dc\u5236\u5ea6\uff0c\u4f01\u696d\u53ef\u80fd\u5728 CSDDD \u7684\u76f8\u95dc\u898f\u5b9a\u4e0b\u9762\u81e8\u9ad8\u984d\u7f70\u5247\u751a\u81f3\u570b\u969b\u5236\u88c1\u3002\u53f0\u7063\u51fa\u53e3\u81f3\u6b50\u76df\u7684\u4f01\u696d\u5c24\u5176\u61c9\u6ce8\u610f\uff0cCSDDD \u8981\u6c42\u4f01\u696d\u5168\u9762\u6aa2\u8996\u4f9b\u61c9\u93c8\u4e2d\u7684\u4eba\u6b0a\u8207\u74b0\u5883\u98a8\u96aa\uff0c\u800c\u9019\u4e9b\u8981\u6c42\u5177\u6709\u57df\u5916\u6548\u529b\uff0c\u5f71\u97ff\u7bc4\u570d\u8d85\u51fa\u6b50\u76df\u5883\u5167\u3002<\/p>\n<p>\u6b64\u5916\uff0c\u6b50\u76df\u300a\u5f37\u8feb\u52de\u52d5\u7981\u4ee4\u898f\u5247\u300b\uff08EUFLR\uff09\u5df2\u7d93\u901a\u904e\uff0c\u4e26\u5c07\u65bc 2027 \u5e74 12 \u6708\u6b63\u5f0f\u751f\u6548\uff0c\u5c46\u6642\u4efb\u4f55\u6d89\u53ca\u5f37\u8feb\u52de\u52d5\u88fd\u6210\u7684\u7522\u54c1\u90fd\u5c07\u88ab\u7981\u6b62\u8f38\u5165\u6216\u8f38\u51fa\u81f3\u6b50\u76df\u5404\u6703\u54e1\u570b\u7684\u9818\u571f\u3002<\/p>\n<p>\u8acb\u95b1\u8b80\u3008<a href=\"https:\/\/ieknet.iek.org.tw\/ieknews\/news_open.aspx?nsl_id=761ce68a95884c95991fafd76c9dc2a1\" target=\"_blank\" rel=\"noopener\">\u5b78\u754c\u793a\u8b66 ART \u8840\u6c57\u7522\u54c1\u6e05\u55ae \u4e0d\u5229\u4f01\u696d<\/a>\u3009\u4e00\u6587\uff0c\u4ee5\u4e86\u89e3\u70ba\u4f55\u53f0\u7063\u5b78\u8005\u8207\u516c\u6c11\u793e\u6703\u7d44\u7e54\uff08\u5305\u62ec\u53f0\u7063\u5546\u696d\u8207\u4eba\u6b0a\u7814\u7a76\u8a08\u756b\u5171\u540c\u5275\u8fa6\u4eba\u90b1\u7fbd\u51e1\u6559\u6388\uff09\u6307\u51fa\uff0c\u82e5\u53f0\u7063\u4e0d\u5f37\u5316\u5176\u52de\u52d5\u6b0a\u4fdd\u969c\u8207\u4f01\u696d\u5c0a\u91cd\u5546\u696d\u8207\u4eba\u6b0a\u8cac\u4efb\u7684\u6cd5\u898f\u67b6\u69cb\uff0c\u4e26\u672a\u900f\u904e\u5065\u5168\u7684\u4eba\u6b0a\u76e1\u8077\u8abf\u67e5\u5236\u5ea6\u52a0\u4ee5\u6539\u5584\uff0c\u53f0\u7063\u4f01\u696d\u53ef\u80fd\u9762\u81e8\u9ad8\u984d\u7f70\u5247\u3001\u8072\u8b7d\u640d\u5bb3\u4ee5\u53ca\u570b\u969b\u8cbf\u6613\u5f8c\u679c\u3002<\/p>[\/et_pb_accordion_item][\/et_pb_accordion][\/et_pb_column][\/et_pb_row][\/et_pb_section]\n","protected":false},"excerpt":{"rendered":"<p>Commentary by Associate Professor Yu-Fan Chiu\u00a0April 10, 2026 &nbsp;
