\u25a0 Key Issues for Court Observation and Case Background:<\/strong>
\nThe fishing vessel Da Wang<\/em> is the first non-Taiwanese flag of convenience vessel involving Taiwanese investment to be indicted for human trafficking and brought into judicial proceedings in Taiwan.<\/p>\n

This case arose from a serious fatal incident on a distant-water fishing vessel in June 2019. The Da Wang<\/em>, a flag of convenience vessel invested in by Taiwanese nationals and registered in Vanuatu, was the site of a violent incident in which Indonesian fisher Sunoto died after being struck on the back of the head by a Taiwanese chief officer. According to Greenpeace\u2019s report Seabound: The Journey to Modern Slavery on the High Seas<\/em>, other fishers on board were also subjected to forced labor conditions, including excessive working hours and wage deductions.<\/p>\n

In 2020, the Da Wang<\/em> docked in Taiwan, and a Filipino fisher on the same vessel, Manny, sought protection from the Taiwanese government. He was later identified as a victim of human trafficking.<\/p>\n

In 2020, U.S. Customs and Border Protection issued a Withhold Release Order against seafood harvested by the Da Wang<\/em>. In the same year, Taiwan\u2019s fishing industry was listed for the first time by the U.S. Department of Labor on its List of Goods Produced by Child Labor or Forced Labor<\/em>, alongside products such as cotton from Xinjiang.<\/p>\n

After years of investigation, the Kaohsiung District Prosecutors Office indicted nine individuals, including the vessel owner and captain, in 2022. However, despite the indictment, the first-instance proceedings in the Da Wang<\/em> human trafficking case have yet to conclude. Four years later, in mid-May 2026, the case will finally proceed to a preparatory hearing.<\/p>\n

We welcome all those concerned with the Taiwan-U.S. trade agreement, distant-water fishers, business and human rights, forced labor, and seafood supply chain issues to join this court observation.<\/p>\n

\u9019\u662f\u767c\u751f\u65bc2019\u5e746\u6708\u7684\u91cd\u5927\u9060\u6d0b\u6f01\u8239\u6d77\u4e0a\u558b\u8840\u6848\uff0c\u81fa\u7063\u4eba\u6295\u8cc7\u4e26\u767b\u8a18\u5728\u842c\u90a3\u675c\u7684\u6b0a\u5b9c\u8239\u300c\u5927\u65fa\u865f\u300d\uff0c\u7206\u767c\u5370\u5c3c\u7c4d\u6f01\u5de5 Sunoto \u906d\u53f0\u7063\u7c4d\u5927\u526f\u653b\u64ca\u5f8c\u8166\u81f4\u6b7b\uff0c\u6839\u64da\u7da0\u8272\u548c\u5e73\u7684\u5831\u544a\u300c\u6d77\u4e0a\u5974\u5f79\u300d\u6307\u51fa\uff0c\u5176\u4ed6\u6f01\u5de5\u4e5f\u906d\u5230\u5305\u62ec\u8d85\u6642\u5de5\u4f5c\u8207\u82db\u6263\u85aa\u8cc7\u7b49\u5f37\u8feb\u52de\u52d5\u7684\u60c5\u4e8b\u3002\u5927\u65fa\u865f\u65bc2020\u5e74\u9760\u5cb8\u53f0\u7063\uff0c\u540c\u8239\u83f2\u7c4d\u6f01\u5de5 Manny \u5411\u53f0\u7063\u653f\u5e9c\u5c0b\u6c42\u5e87\u8b77\uff0c\u4e26\u88ab\u9451\u5b9a\u70ba\u4eba\u53e3\u8ca9\u904b\u53d7\u5bb3\u8005\u3002<\/p>\n

2020\u5e74\u7f8e\u570b\u6d77\u95dc\uff08CBP\uff09\u5c0d\u5927\u65fa\u865f\u4e0b\u9054\u6f01\u7372\u66ab\u6263\u4ee4\uff08WRO\uff09\uff0c\u53f0\u7063\u6f01\u696d\u4e5f\u88ab\u7f8e\u570b\u52de\u5de5\u90e8\u9996\u5ea6\u5217\u5165\u300c\u7ae5\u5de5\u8207\u5f37\u8feb\u52de\u52d5\u88fd\u54c1\u6e05\u55ae\u300d\uff0c\u8207\u65b0\u7586\u68c9\u9f4a\u540d\u3002\u9ad8\u96c4\u5730\u6aa2\u7f72\u7d93\u904e\u591a\u5e74\u7684\u8abf\u67e5\uff0c\u7d42\u65bc\u5728 2022 \u5e74\u8d77\u8a34\u8239\u6771\u3001\u8239\u9577\u7b49 9 \u4eba\u3002\u8d77\u8a34\u5f8c\u7d93\u904e\u6f2b\u9577\u7684\u7b49\u5f85\uff0c\u5927\u65fa\u865f\u4eba\u53e3\u8ca9\u904b\u6848\u9023\u4e00\u5be9\u90fd\u9084\u6c92\u7d50\u675f\uff0c4\u5e74\u5f8c\u76842026\u5e745\u6708\u4e2d\u7d42\u65bc\u8fce\u4f86\u672c\u6848\u7684\u6e96\u5099\u7a0b\u5e8f\u3002<\/p>\n
