DATA–INFORMED STRATEGIC PLANNING FOR ENROLMENT CAPACITY AND RESOURCE OPTIMISATION IN A STATE UNIVERSITY

This paper analysed enrolment ability and resource optimisation of a state university using data–informed strategy plan which anchored on digital governance and evidence–based decision making in public administration. The study was conducted in Nueva Vizcaya State University Bayombong campus, focused on student enrolment and existing resources such as classroom and faculty, and in compliance with the General Appropriation Act (GAA) and Commission on Higher Education (CHED) Policies. The study employs the Verhulst logistic model, along with data simulations using MS Excel and historical enrolment data of the university. The study reveals that the university operates beyond its sustainable capacity. The actual enrolment of 9,575 was more than the carrying capacity estimates of between 6,200 and 6,511 of the institution. The scenario negatively impacted the financial viability, classroom and faculty resources, and quality of service delivery of the university. The result can further serve as benchmark data that can be used in institutional planning, policy coordination and governance. A data–driven enrolment management and optimisation system was recommended and promoted.
