EMBEDDING ETHICAL SENSE–MAKING IN LOCAL GOVERNANCE: A VALUES–ORIENTED CAPACITY INTERVENTION FOR BARANGAY OFFICIALS IN THE PHILIPPINES

Ethical challenges in local governance increasingly arise within digital environments where information flows, online communication, and technology–mediated public engagement shape decision–making. In this context, barangay officials must address ethical concerns not only in traditional governance but also in digital transparency, information management, and responsible online communication. This paper examines a values–based capacity–building intervention designed to strengthen ethical reasoning and integrity among barangay officials in Bayombong, Nueva Vizcaya, Philippines, with emphasis on digital governance practices. The program promoted accountability, ethical awareness, and values–driven leadership through ethics diagnostics, guided discussions on moral dilemmas, and participatory action planning addressing ethical ‘gray areas,’ including digital information sharing and online engagement. Findings indicate increased ethical awareness, stronger commitment to public accountability, and improved sensitivity to ethical issues. The study underscores the value of ethics education as a complement to institutional reforms and a replicable model for strengthening ethical leadership in local governance.
